Comprehensive Shanghai LandscapingCity Appearance Bureau: Responsibilities and Functions

As specified in Circular No. 20 of the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on Printing and Issuance of Shangh Municipal People's Government's Proposal for Institutional Reform and Functional Transformation TZ 2014, the Shangh Landscaping City Appearance Administrative Bureau was established as a department directly under the jurisdiction of the Shangh Municipal People's Government. The bureau concurrently operates under the name Shangh Forestry Bureau.

Mn Responsibilities:

  1. Enforcement and Implementation: Ensures compliance with laws, regulations, rules, guidelines, and policies concerning greening, city appearance, sanitation, forestry, conducting research to draft local regulations, rules, and policies related to these areas.

  2. Coordination and Integration: Works in conjunction with Shangh's Land Planning Administration departments on the development of specialized plans for greening, city appearance, sanitation, and forestry. Aligns these plans with national economic and social development planning, urban master planning, and overall land utilization planning. Prepares medium- to long-term plans along with annual plans related to the aforementioned sectors.

  3. Industry Oversight: Responsible for managing the greening, city appearance, sanitation, and forestry industry in Shangh. Offers guidance to district and county-level authorities regarding these sectors' work. Coordinates provision of services during significant festivals and major events. Develops contingency plans for public emergencies within this sector and ensures their implementation as necessary.

  4. Major Projects Management: Engages in the planning, coordination, and supervision of large-scale projects related to greening, city appearance, sanitation, forestry across Shangh. Ensures harmonious integration of these facilities into urban development and rural major construction projects. Manages market access, qualifications, and integrity within these sectors. Approves public green space design schemes and city appearance and sanitation plans.

  5. Public Space Management: Oversees public green spaces, parks, street trees, establishing management measures for grading and classification of public green spaces, parks, tourist attractions. Approves planning and adjustment proposals according to law while revitalizing older parks. Promotes three-dimensional greening strategies in collaboration with Shangh's relevant departments. Establishes mntenance standards and ensures their implementation.

  6. Resource Management: Manages greening and forestry resources within Shangh through investigations, evaluations, dynamic monitoring, statistical analysis, forest ecological service assessment. Formulates policies for the development of the forestry industry aligning with Shangh’s requirements. Oversees management of forestry nursery stock, seeds, and related resources. Conducts pest control efforts while collaborating with relevant departments on forest protection.

  7. Wildlife Resource Protection: Coordinates investigations, monitoring, management of land wildlife resources in the region. Develops protected species lists following applicable laws. Organizes initiatives for natural ecological restoration and biodiversity conservation. Oversees wetland conservation efforts within Shangh.

  8. Advertising and Lighting Management: Develops outdoor advertising installation plans across the municipality. Reviews and approves outdoor advertising placements. Coordinates landscape lighting planning, ensuring safety control and supervision of related facilities.

  9. Research Innovation Promotion: Promotes research projects in greening, city appearance, sanitation, forestry sectors. Fosters innovation through major scientific research projects. Implements national standards while developing local ones.

  10. Public Engagement: Engages the public with legal awareness campgns on these sectors, promoting eco-culture and ecological civilization. Organizes activities encouraging participation in greening efforts and oversees volunteer management within the industry.

  11. Enforcement Activities: Enforces forestry laws conducting inspections to address illegal activities impacting forest resources. Investigates and addresses actions harming wildlife and wetland ecosystems crucial for their survival and breeding. Manages administrative law enforcement issues in Shangh's landscaping engineering construction market.

  12. Administrative Review Management: Oversees the acceptance and review of relevant administrative applications, proceedings.

  13. Implementation of Additional Tasks: Fulfills additional duties assigned by the Shangh Municipal People's Government as required.

The Bureau's comprehensive functions embody its dedication to fostering a sustnable urban environment through strategic planning, coordination, management, research, enforcement, public engagement, ensuring compliance with laws and regulations while promoting innovative solutions in greening, city appearance, sanitation, forestry sectors.
